The Russian sailors on board His Majesty's ship will have to be interned in British territory until the conclusion of the war. This course is in accordance with "Act LVII of the Hague Convention" of 29th July, 1899.

As to place of internment, instructions will be sent as soon as possible. Inform Captain of His Majesty's ship, and tell him that Admiralty are communicating with Commander-in-chief.
